GENERAL STATEMENT OF DUTIES
Under the general supervision of the Territorial Capital Projects and Facilities Manager and the Commissioner of Education, an employee in this class administers reviews and monitors all TerritorialVIDE Construction Projects to insure maximum service and economic benefits to the Government of the Virgin Islands. Specialized administrative and management duties include the adherence to the Government’s competitive bid processes for services in compliance to VI Code, VI Rules & Regulationsand various Departmental Policies and also conducting cost benefit analysis for each Construction Project. An employee in this class also plans, schedules and coordinates various administrative workefforts of construction projects and assigns when available duties to subordinate personnel responsible for carrying out and completing CIP management & CIP inspection functions. Additionally, an employee in this class reviews and monitor Departmental CIP contracts to insure maximum service and economicbenefit for the Government of the Virgin Islands. Additionally, an employee in this class supervises and maintains or causes to maintain through periodic inspections of all CIP Projects files proper and accuratefiles & records on all construction contract related matters.
The employee is allowed wide latitude in recommending and establishing methods of approach and necessary reporting control procedures to improve processes of contractual matters through the Department. Work is performed with considerable independence and is reviewed through conferences for compliance with established Departmental policies. Administrative goals & objectives are established by the Commissioner. However, through Executive Office’s supervision and conferences regarding policy determinations, discussions of unusual problems and analysis of program results, an employee is expected to exercise independent judgment an apply professional skills and administrative abilities in solving problems and meeting the challenge.
DUTIES (Not all Inclusive):
- Negotiates through DPP and VIDE’s Procurement Office contract terms & make finalrecommendation through the CIP Director of final construction contract language for Department’s Legal Counsel review and approval;
- Establishes work policies and construction contract compliance standards for monitoringfunctions;
- Prepares and recommends policies and procedures for the CIP’s proper monitoring of all construction contractual agreements;
- Reviews various operations and formulates proposals for construction contract services;
- Participates in the formulation of contract bid specifications and other services;
- Eliminate redundancy in construction contract services;
- Develops, implements and administers programs to preserve meeting the objectives detailed within all construction contractual agreements for the Government of the Virgin Islandsthrough effective utilization of personnel, materials and funding;
- Administers construction contract compliance activities;
- Investigates irregularities and policy violations and take and/or recommend corrective actions. Review and monitor overall work schedules, work flow, work hours, and duty assignments of personnel, as it relates to contractual work efforts, and document & recommend changes as needed to meet the contractual objectives;
- Compiles monthly & annual reports specifically regarding Construction Contract Administration work efforts for the Government of the Virgin Islands, Department ofEducation;
- Prepares cost benefit analysis reports for construction activities;
- Enforce contract provisions through the Department’s Legal Counsel and/or the Office of the Commissioner;
- As it relates to contractual Government of the Virgin Islands VIDE CIP work efforts, demonstrates continuous effort to improve operations, decrease turnaround times, streamlinework processes, and work cooperatively and jointly to provide quality seamless service;
- Reports unusual situations or conditions to the CIP Director as required;
- Reports to duty station in case of burglary, fire, or other manmade or natural disaster; and
- Performs all other related and/or similar work as requested or required.
FACTOR 1 – Knowledge Required by the Position:
- Considerable knowledge of the policies, procedures, rules and regulations governinggovernmental contracts and processing procedures;
- Considerable knowledge of the principles of supervision and management of personnel within a governmental structure;
- Ability to analyze an objective and exercise sound judgment and discretion in making decisions;
- Ability to meticulously speak and write clearly and concisely;
- Ability to establish and maintain harmonious interactive working relations with co-workers, supervisors and other governmental & non-governmental persons contracted in the course of performing required duties;
- Ability to evaluate administrative and personnel procedures and practices and recommend improvements where necessary;
- Ability to supervise the work of skilled & unskilled technical, administrative, supervisory and clerical staff;
- Ability to evaluate administrative and budgetary procedures to recommend improvements where necessary;
- Must have a minimum of five (5) years of experience in performing general managerial work within a government agency;
- Must have a minimum of ten (10) years of experience within the Construction Industry.
- Must have the ability to keep routine records and prepare written reports on all matters concerning the work efforts to include status reports on active Departmental contracts.
- Must have the ability to manage any work task assigned through the supervision, as required, of others and through providing written documentation of all efforts before, during and after said work task as required; and
- Must have a valid U.S. Virgin Islands Driver’s License with a clean Diving Record and must have the ability to effectively operate any type of passenger vehicle, truck, or other commercially driven vehicle safely in strict accordance with traffic regulations.
FACTOR 2 – Supervisory Controls:
The Commissioner and/or his/her Executive Office designee (the supervisor) provide general
administrative supervision and management goals & objectives. The employee generally takes action with minimal supervision and keeps the supervisor informed. When complex issues arise,
the supervisor provides assistance and guidance. Completed work is reviewed through progress
reports, conferences and evaluations for overall effectiveness and contribution to Department’s goals & objectives.
FACTOR 3 – Guidelines:
Guidelines consist of Departmental and Governmental policies & procedures, Virgin Islands
Codes, Virgin Islands Rules & Regulations, as it relates to personnel, budget, procurement, and other related matters. Although guideline interpretation is applicable, the employee uses considerable professional judgment in the performance of the job.
FACTOR 4 – Complexity:
The work is varied, including separate functional area i.e., personnel, budget and finance, procurement, etc. Decision on what needs to be done and in what order depends upon ongoinganalysis of the project, program and/or phase of the assignment and includes identification and quantification of resources such as manpower, materials and funding.
FACTOR 5 – Scope & Effect:
The purpose of the work is to serve as integral members of the staff for administrative matters,and to provide recommendations on changes & additions to policy and practice within the specific scope of duties and to effectively and efficiently run the administrative areas to provide a variety of services in support of the Department and to contribute to the effectiveness of this agency and the Government of the Virgin Islands.
FACTOR 6 – Personal Contacts:
Personal contacts are with co-workers, job applicants, employees from otherdepartments/agencies, vendors, suppliers, federal agencies and other identities outside of the local government.
FACTOR 7 – Purpose of Contacts:
The purpose of the contacts is to dispense information, plan, coordinate and advise on work oractions that affect the project or program and to verify that proper procedures are followed. Also provide briefings on the status and requirements of administrative management activities tomanagers, supervisors, and employees, and to interview persons seeking employment.
FACTOR 8 – Physical Demands:
Work is sedentary; however, work can be strenuous when it involves facility & equipment inspections or outdoor activities.
FACTOR 9 – Work Environment:
Work is primarily performed in an air-conditioned office setting; however, work is sometimesperformed outdoors. The specific project/program assignments will determine where the majority of the work will be performed.
MINIMUM QUALIFICATIONS:
Five years of experience in the construction administration or architectural engineering services,which includes training or experience in contract law or a closely related field and graduation from a recognized college or university with a Bachelor's degree in Construction Administration, Engineering, Architecture or a related field. Other combinations of experience and education which meet the minimum requirements may be substituted at the discretion of the Commissioner of Education.
